The CovidCheck certificate (EU Digital COVID Certificate - EU DCC) facilitates the free and safe circulation of citizens in the EU during the COVID-19 pandemic.
Citizens should carry their certificate in digital form (e.g. PDF on their mobile device) or in paper form.
The Luxembourg government has also set up a CovidCheck system applicable in Luxembourg to establishments, demonstrations, gatherings or events open to the public.
From 19 November 2021, this system is mandatory for restaurants, cafés and bars. From 19 December 2021, the CovidCheck system implies that only vaccinated, recovered or those with a certificate of contraindication to vaccination can access these facilities.
Since 25 December 2021, the "2G+" system has been introduced in a number of areas. This system was subsequently generalised and adapted taking into account the experiences in other countries with the new variant.
The 2G+ system
Persons who have reached the age of 12 years and 2 months must present a certificate of vaccination or recovery and either perform a self-diagnostic test for SARS-CoV-2 on site or present a valid NAAT or certified valid SARS-CoV-2 rapid antigen test.
Persons who have
- a vaccination certificate issued within the last 180 days
- a certificate of the booster vaccination
- or a recovery certificate for a period of 180 days
are exempt from the testing obligation.
Persons who cannot be vaccinated for medical reasons must present a certificate of contraindication to vaccination, as well as a certificate of a negative COVID-19 test (PCR, certified antigen test) or, if necessary, perform a self-test on site.
Since 15 January 2022, the "3G" system is compulsory in the workplace (private and public sector).
For public administrations, it is the responsibility of the head of administration to ensure that access to the public service remains guaranteed.
The Luxembourg Government provides a mobile application CovidCheck.lu to verify the authenticity and validity of the certificates according to the rules in place in Luxembourg.
The CovidCheck.lu app has been adapted in view of the new anti-COVID measures. The person who verifies a certificate with the CovidCheck.lu app has to choose between 4 different buttons when opening the application:
- the 3G button (vaccinated, recovered or tested) for cases established by the anti-COVID law
- the 2G button (vaccinated or recovered) for cases established by the anti-COVID law
- the 2G+ button (vaccinated or recovered plus test, with exceptions) for cases established by the anti-COVID law
- the "Travel" button to check a certificate against the rules in place to enter the destination country
You only need to install it if you need to check the authenticity and validity of a certificate. Your vaccination certificate is not saved on this app.
