CovidCheck Certificates

The CovidCheck certificate (EU Digital COVID Certificate - EU DCC) is a digital or paper proof that the registered user:

  • has been vaccinated against COVID-19
  • received a negative COVID-19 test result
  • recovered from COVID-19

To ensure that the QR code on the CovidCheck certificates is readable, always present either the digital document (PDF) or the original on paper, avoiding photos or photocopies.

Get the CovidCheck certificate

  • Vaccination
    • Vaccination certificates issued at vaccination centres and available on MyGuichet.lu contain the secure QR code which can be read by applications in different EU Member States to verify that the certificate is authentic.
  • Recovery certificate
    • Following a positive PCR test, the laboratories will provide you with the test result and the certificate on their platform and a copy of the certificate will be available in your private space on MyGuichet.lu.
  • Negative COVID-19 test certificate (issued by a laboratory)
    • The laboratories make the test result and the certificate with QR code available to you on their platform. A digital copy of the certificate is available in your private section on MyGuichet.lu.
  • Negative COVID-19 test certificate (certified by doctors, some health professionals, pharmacists)
    • Persons authorised to certify a COVID-19 test use an electronic procedure in their professional space on MyGuichet.lu to generate the certificate. The certificate is delivered in digital or paper form with QR code and a digital copy is available in the private section of MyGuichet.lu of the person tested.
  • Certificate of contraindication to vaccination issued by the Director of Health or his/her delegate
    • On the basis of your request, your physician must send a medical certificate of contraindication to vaccination against COVID-19 to the Director of Health, who issues the certificate on the basis of a list of contraindications to vaccination. Please find in this link the contraindication form to be filled in by your attending physician.
  • Negative COVID-19 test certificate for children and adolescents (certified by authorised staff of the system of education) or by a member of the Luxembourg Army
    • These certificates do not have a QR code but are still valid for access to events or establishments under the CovidCheck system. 

Children aged 16 or older are also able to access a digital copy of the certificates (except those issued by authorised staff of the system of education) through their private section on MyGuichet.lu.

Parents have the possibility to download in their private section on MyGuichet.lu a digital copy of the certificates (except those issued by authorised staff of the system of education) for their minor children.

Validity of CovidCheck certificates in Luxembourg

  • Vaccination certificate 
    • Validity:
      • Complete vaccination: 270 days after the last dose
      • Booster dose: unlimited
    • Accepted vaccines: BioNTech/Pfizer / Moderna / AstraZeneca (Vaxzevria) / Johnson&Johnson (JCOVDEN)
    • In case of 2 doses
      • from the day of the 2nd dose
      • or from the 14th day after the 1st dose in case of recovery within 6 months of an infection
    • 2 doses - JCOVDEN + mRNA
      • from the 14th day after the 1st dose
      • or from the day of the 2nd dose
    • 3 doses "booster" vaccination
      • from the day of the 2nd dose
      • or from the day of the 3rd dose
    • In case of 1 dose, from the 14th day after the vaccination
  • Recovery certificate
    • The recovery certificate is valid between the 11th and 180th day after the date of the result of the positive PCR test.
  • Negative COVID-19 test certificate
    • PCR test, valid for 48 hours
    • Certified rapid antigen test, valid for 24 hours

Personal data

The certificate contains only the strictly necessary personal data, in compliance with European regulations (GDPR). These data are not exchanged between countries, as only the key used to verify the authenticity of the certificate needs to be transmitted. The holding of such data by the destination or transit country is prohibited.

FAQ

I cannot be vaccinated for medical reasons, can I still access "3G" establishments?

People who cannot be vaccinated for medical reasons can obtain a certificate of contraindication to vaccination, which allows them access to establishments or events under the "3G" regime. However, in addition to this certificate, these persons must also present a COVID-19 test certificate or carry out a self-diagnostic test on the premises, the result of which must be negative. 

How can I show that I have received the booster vaccination?

You must show your vaccination certificate which indicates the number of doses received.

How can I get such a certificate of contraindication to vaccination?

On the basis of your request, your attending physician must send a medical certificate of contraindication to vaccination against COVID-19. The Director of Health validates this certificate based on the opinion from the Social Security Medical Board and issues the said certificate.

The Director of Health issues such a certificate based on a list of contraindications to COVID-19 vaccination. 

Which vaccines are taken into account in Luxembourg?

Luxembourg and all countries participating in the EU DCC are obliged to accept travellers vaccinated with the 4 products authorised at European level: those of BioNTech/Pfizer, Moderna, AstraZeneca (VaxZevria), Johnson&Johnson (JCOVDEN) and Novavax (Nuvaxovid).

Other Member States may - but are not obliged to - also admit people vaccinated with vaccines authorised in some EU countries (such as the Russian Sputnik used in Hungary), or with other products approved by the WHO (such as the Chinese Sinopharm).

In the context of the recognition of vaccination certificates issued by third countries, Luxembourg has just approved 3 vaccines in addition to those authorised at European level. It concerns the following vaccines:

  • Covishield (produced by Serum Institute of India Pvt. Ltd (SII))
  • R-Covi (produced by R-Pharm)
  • Covid-19 vaccine (recombinant) (produced by FIOCRUZ)

These are vaccines similar to those used in Luxembourg, but produced in third countries under different names. 

When travelling, it is advisable to check the rules of the country in question.

Does the certificate exempt the holder from quarantine upon arrival?

Generally speaking, yes, but exceptions are made if the situation in the country or region from which the traveller comes is deteriorating, for example due to the outbreak of a variant.

In this case, the country of destination must give 48 hours notice to the other Member States and the Commission regarding the introduction of new restrictions and their duration.

When travelling, it is advisable to check the rules of the country in question.

Can it be used for anything other than travel?

The European regulation concerns free circulation, but Member States may decide to use this European certificate for other purposes (concerts, festivals, etc.) under their national law.

How many countries are involved?

The system will apply to 30 countries (the 27 EU Member States, plus Iceland, Norway and Liechtenstein).

The regulation introducing the digital certificate will apply from 1 July for a period of one year.

However, a transitional period of six weeks has been provided for countries that are not ready in due time to issue certificates according to the European model. During this period, other states will have to accept national documents, provided they contain the data required at European level.

What about travellers from third countries?

The EU is negotiating with a number of third countries, but also with international organisations, such as the WHO and air transport associations, for mutual recognition and interoperability of the systems in place.

In this context, third country vaccination certificates are already recognised as equivalent to EU DCC certificates, so these certificates are accepted as EU certificates.

Member States may also accept certificates issued by third countries. These certificates must meet specific conditions. This acceptance is only valid for entry into Luxembourg and exempts the vaccinated person from having to present a negative result of a COVID-19 test, for example. 

My children are underage. Where can I get their test or recovery certificates?

  • Negative COVID-19 test certificate (issued by a laboratory)
    • The laboratories provide you with the test result and the certificate on their platform.
  • Negative COVID-19 test certificate (certified by doctors, some health professionals, pharmacists)
    • Persons authorised to certify a COVID-19 test use an electronic procedure in their professional section on MyGuichet.lu to generate the certificate. The certificate will be delivered in digital or paper form.
  • Recovery certificate
    • Following a positive PCR test, the laboratories provide you with the test result and the certificate on their platform.

Children aged 16 or older will also be able to access a digital copy of the certificates through their private section on MyGuichet.lu.

Parents will, as soon as possible, be able to download a digital copy of the certificates for their minor children who live at the same address.
